DEVELOPMENT BACKGROUND

The 2.0 version of the PHD IG is a major update revamped to take advantage of the latest version of the "IEEE 11073-10206 PHD - Abstract Content Model” standard. The IG includes updated and new structure definitions and profiles that now follow HL7 FHIR best practices and revise the mappings of IEEE 11073 PHD data to FHIR resources that were present in the 1.0 version. It also includes resolutions of all comments / JIRA tickets from earlier ballot rounds.

The one Substantive change (https://jira.hl7.org/browse/FHIR-52861) that was implemented after the ballot, was vetted via a two week review period that ended on November 10th. Comments received during the review period did not relate to that Substantive change and are deferred to the next revision.
