Chief Operating Officer - Patrick McGinn CAE, MBA

Patrick (Pat) McGinn, MBA, CAE, joined HL7 International as its Chief Operating Officer in January 2026. He is a senior association leader with more than 15 years of experience leading mission-driven, standards-based organizations. As COO, he focuses on translating strategy into execution by strengthening governance, operations, and financial sustainability in support of HL7’s global mission.

Before joining HL7, Pat held senior leadership roles across the nonprofit and private sectors. Most recently, he served as Institute Director for the Utility Engineering & Surveying Institute at the American Society of Civil Engineers (ASCE), where he led strategic planning, program development, education and standards initiatives, and member engagement. Prior to ASCE, he spent more than a decade at the Clinical and Laboratory Standards Institute (CLSI), where he rose to Vice President of Marketing, Membership, and IT.

A Certified Association Executive (CAE) with an MBA, Pat brings a collaborative leadership approach grounded in partnership with staff, volunteers, members, and international stakeholders. His work centers on enabling organizational scale, driving member engagement, and delivering long-term value to HL7’s global community.
