Accounts, Payments and Statements (Jira PSS-1618)

Health care Providers issue statements to manage patient accounts and collect payments from insurers and patients to settle outstanding balances. This project will: Create the FHIR resources needed to represent statements which may be used to convey statement information to patients , fulfillment organizations handling bill presentment and payment firms which collect patient payments; to create or update the existing payment resource (PaymentReconciliation) to handle patient payments, and update other FHIR resources as needed, for example to add balances to Account. Implementation guides will be created as discovery proves the need.
