Details

This project focuses on advancing the SMART Health Cards (SHC) and SMART Health Links (SHL) through the HL7 ballot process, employing a collaboration model akin to SMART App Launch and CDS Hooks.

The scope of this project encompasses the integration and standardization of these specifications within the HL7 framework. SHC and SHL provide a toolkit for consumer-mediated sharing of FHIR-based healthcare data, enabling consumers to receive, store, and share health information securely and with authenticity via digital signatures. Developed during the COVID-19 pandemic response, these specifications have seen international deployment, facilitating the sharing of COVID-19 immunization and laboratory results. The project's immediate goal is to bring the existing specifications into the HL7 ballot process, retaining their current feature set, while deferring the development of new features for a subsequent phase. This initiative involves close coordination with various stakeholders, including healthcare providers, insurance companies, public health agencies, and technology vendors.

The impetus for this project stems from a critical need for uniform, secure, and efficient patient-mediated mechanisms for healthcare data exchange and verification. The COVID-19 pandemic has underscored the vital importance of dependable electronic health records and the capability to share them seamlessly across diverse platforms and jurisdictions. Bringing the SMART Health Cards and SMART Health Links through the HL7 ballot process is aimed at solidifying these specifications as recognized standards in the healthcare sector. This standardization is pivotal for ensuring their widespread applicability, interoperability, and acceptance in various healthcare systems and platforms. The HL7 standardization process can help these tools to be integrated more effectively into existing healthcare infrastructures, enhancing their practical utility and impact.

Additionally, this project acknowledges the importance of supporting jurisdictional regulations and standards across different regions. While details of specific regulations are beyond the immediate scope of this project, the developed standards should remain flexible and adaptable to meet jurisdictional requirements, thereby maintaining their global relevance and applicability.
