Update, Ballot & Publish C-CDA Spec v5 based on USCDI v6 - Funding Year 2026

The Dogwood Team will collaborate with Gay Dolin (the US Realm Project Manager) and Brett Marquard (US Realm Senior Advisor) to update, ballot and publish the Consolidated CDA (C-CDA) specification v5 in the January 2026 ballot timeframe. This work will build on the work completed by Dogwood Health in May of 2025 to publish C-CDA specification v4.

This project will be completed in 2 phases.

Phase 1

Incorporates the work to update the specification prior to and including going to ballot. There are currently 55 open issues, 11 were deferred from previous versions and should be handled, 13 of which have resolutions and 31 which need resolutions. All the issues that are technical corrections that require change will be applied.The main bulk of the Phase 1 work will be to add any new USCDI elements along with the application of all of the issues that are resolved to need change. It will include the HL7 administrative work to get approval for a ballot. Phase 1 will go from contract signing to December 2025.Phase 2

Will result in the publication of the new C-CDA edition.It will include the resolution of all ballot comments and application of those that require change.It will include the publication of a new version of the underlying CDA SD specification.It will also include the HL7 administrative work to publish the new C-CDA edition. It is expected to run from January to May 2026.
