VRO to EHR Fact of Death Exchange Implementation Guide (PSS-2757)

This IG will define profiles, extensions, and value sets to share patient fact of death data from VROs to EHRs. This spec can be used alongside the extension of the existing VRDR IG that facilitates EHR to VRO exchange.

In scope:

• Patient (Decedent) FHIR profile extending the VRDR IG Patient resource, including deceased status and patient-matching demographics (e.g., phone number)
• ServiceRequest to accompany the Patient resource in a bundle push to an EHR 
• Workflow narrative for push exchange from VRO to EHR
• Patient matching using $match to determine appropriate organization recipients before a push

Out of scope:

• Outbound EHR ? VRO exchange (VRDR IG) 
• Full death certificate workflow (VRDR IG)
• Cause of death data (not always finalized at time of initial notification)
• Bulk patient matching
• Subscription to patient death information from the EHR to VRO
