PDex Provider Access v2 - Adding Member Match (PSS-2744)

Feedback from Payers, particularly large/national payers, recommends an alternative method for enabling Provider Access to Payer Member Data. The original version of Provider Access in PDex STU2.1.0 requires the payer to maintain Attribution lists of members for each provider.

V2 uses the methods from PDex 2.1.0 for Payer-to-Payer whereby a Provider Member Match operation is performed when a provider submits a list of patients. The Payer determines the whether a member has opted-out of sharing and then determines whether a  current or prospective Treatment Relationship exists between member and Provider. If so, the payer dynamically creates a temporary group list of matched members and returns the list information to the provider. The Provider then performs a $davinci-data-export operation to return the information they required about the matched members.
